i filled out the application on-line and contactd some professors to see if Engineering was the degree for me. I waited and followed up.. and got in! I would recommend visiting the university to get a feel for the town. I would get a mentor (someone who can steer you in the right direction; both friend and professor), and then I would get some advice from teachers who could advise what to take!

Not terribly hard to get into, though some degrees are very competitive (business, engineering, architecture). Take time on your essay, and do well in high school! AP classes are great. I managed to come in with 36 hours.

Be in the top 10% or score over a 1500 on your SAT's. I did both. If you don't do either make really good grades, be very involved in SOMETHING (but not EVERYTHING), and write a very good essay.

I got really good grades, played sports, and kicked butt on the ACT. When you are out of state, it is hard to get into a university without good grades and some extracurricular activities. I would definitly find out about scholarship opportunities. I missed the deadline for them, when I knew I could have gotten one. What I will say is that A&M is very poor at providing their out of state students with information including opportunities such as scholarships, so you are going to have to do the work yourself. Good luck!
